OK, the bug was in my program - I have put CLOCAL flag into c_oflag, not c_cflag, thus effectively clearing it. But then I consider not using "O_NDELAY" by "stty" program a bug.
After "stty -clocal < /dev/ttyS0" you can not use stty any more.
