But you just told fdisk that the disk is 8.5 GB.
So this is entirely as expected.

16*63*16383*512=8455200768

The CHS = 16383/16/63 is an agreement.
It means: this is a modern disk. No geometry nonsense.
It does not tell you the actual disk size.
