Latent users versus active processes? I think so. However, 15-bit PIDs probably aren't enough either (PIDs are signed, therefore they're 15-bit rather than 16-bit.) I'd like to see going to 31-bit PIDs, especially since the current plan is to assign TIDs from the same pool.
