The SB Live appears to be exactly that.

The ESS Maestro has some DSP like stuff, the old Echo cards have DSP on them
(enough that someone has an MP3 player for the sound card dsp). But most of
them are running fixed dsp programs for echo, mixing, rate adaption,
reverb etc
