SubjectRe: Status of ROOT_NFS feature?
Shoudn't the root device be 0,255? It looks like you have 0,0.

For me, I do:
mknod /dev/nfsroot c 0 255
rdev /path/to/kernel/vmlinuz /dev/nfsroot

I've been using nfsroot on 2.1.131.
