You want to mount the NFS filesystem with the 'nolock' option...Alan has
this sort of documented at http://roadrunner.swansea.linux.org.uk/clue.html
but it should probably include the actual "fail to monitor" error message.
Alan - is your "Clue Point Two" sheet going to be merged into the "Changes"
document in the kernel proper?
