1. You can subscribe to linux-kernel-announce@vger.rutgers.edu for
notifications of kernel patches.

2. Check out www.linuxhq.com, which usually contains a summary of changes for
each kernel version.

BTW, I don't think you would have to be a real kernel hacker to do something
like what your asking. Perhaps you'd like to share the responsibility with
someone, like Jim Pick from linuxhq.
