Ok, The Chicony MP-968 cannot do that.

So do I, but only when APM is enabled in the BIOS. If not, linux does not recognize it.

Ok, all those tricks are impossible on my portable. If power management is on in the BIOS, the machine slows down after 1 second without keyboard or mouse activity. If it is off, the machine does not slow down but uses much more power.
With APM disabled in the BIOS, even Win95 cannot read battery state etc. I do not know whether the slow down problem exists on Win95 too, as I only use it for interactive tasks. They are usually not CPU bound.
All I need is a way to make the BIOS not change the CPU clock frequency, or at least only change it when linux tells it to. Sadly, neither APM_DO_ENABLE nor APM_CPU_IDLE change anything.
The Phoenix NoteBIOS 4.0 is crap -- do not buy a notebook that uses it.
