On 2.1.37-7, i586, kbd-0.93, with a spanish keymap I see the same. But
alt-F? seem to lock only if NumLock is on, if it is off they are peachy.
Leds for NumLock, ShiftLock do _not_ react to the settings, and the keys
lock the keyboard for several seconds after their effects take place (i.e.,
alt-F1 goes to tty1, and then locks up).

There has been at least one similar report by somebody who didn't use
keymaps.
