For sysvinit(ie AT&T, Solaris, etc) runlevels 0 and 6 are reserved for taking down the system. So it isn't too surprising that asking for a reboot put you into runlevel 6 -- that's what's supposed to happen.
I'm not familiar with 2.60, but I do remember that I had to re-write the bootup scripts practically from scratch to get it to work like Sun's system v imitation(the way Solaris 2.3 does it).
