Try the help in make menuconfig, there says that you have to compile your kernel with watchdog (soft ou hard) and create /dev/watchdog, caracter device, major 10, minor 130. In the Documentation directory of the 1.3 series there a watchdog.txt that have a example of a watchdog client.
