Because the .ver files are a product of "make dep", and so "make clean" would undo that, and you wouldn't have any .ver files when it came time to compile the kernel.
That seems wrong to me. Shouldn't the sequence be "make clean;make dep;make"? That's what I would a priori expect with normal make usage.
