while I really appreciate that any real work is shown in this thread
I still think it's the wrong place for a "fix" since it's not only
a quota problem.

this still won't fix

- disk usage accounting
- bypassing access permission of directories by having a link in another ditrectory branch
- possible security holes for broken SUID programs (not the most important
reason but it will get fixed if you're working on the first two problems...)

as they are completely unrelated to quotas. and "enabling quotas" can't
be the correct answer to fix the above problems IMHO
