What about having a ~/Documentation/README/ and ~/Documentation/HOWTO/ (and even a ~/Documentation/FAQ/).
That would seperate the information into more manageable (and digestable) chunks. Plus to get it started we could just ...
find /usr/src/linux -name 'README*' -exec mv {} \ /usr/src/linux/Documentation/README/ \;
And leave the rest of the documents in their native places.
